Find out more about external user needs for the dashboard/18f site

We need to talk to more external users of the dashboard to understand what their coming to the site for. A great way to do this is to use Ethnio. Also, here is the old screener Liz put together that we can start from.

Also, I chatted with @gboone and @melodykramer. There is more documentation around external user needs on the 18f site from Project Intake and other places. I'm working with them to track it down and add to the research branch.
