provide admin panel to update topics

current topics are hard-coded. an admin panel to update, add or delete should be added. the following requirements are necessary:

- ability to add, remove or edit topic list
- post count for each topic (to ensure no post is without a topic)
- option to view all posts (title only), by topic, and change topic
