chore: release v0.6.0 - metaspec sync command

New feature (MINOR version bump):
- metaspec sync command for updating commands in existing speckits
- Version tracking in generated speckits
- Automatic backups and safe updates

This is a significant new capability that completes the tool lifecycle,
warranting a MINOR version increment (0.5.x → 0.6.0).
