The current interface has a non intuitive design. At the top of page are the privileged users, followed by the editing commands. And after that you get to see local users. I don't find it intuitive.
I would suggest a potential alternative layout would consist of window of the top 5 peers and a dropdown for anything larger.
That should be followed by the blocked user list, a very small window but scrollable.
Next should follow the local users keeping the same controls but just scaled to the page.
Then the editing window and action buttons. I think it would unify the array of data points and improve the UI experience.
