Web user interface spot format

The spots on the web user interface (8081) are not displayed in a consistent format. For example FT8 on 18.100 is displayed as 18.1 not 18.100. also spots such as 21027.7 are rounded up and displayed as 21.028.

Spots should be displayed in the same format and frequency resolution (100 Hz) as displayed in the telnet client.
