Change '(?)' in CMSIS-View with file decoration 'N'

Replace the (?) with file decoration letter 'N'. Descriptive text: "New file needs merge"

We support 4 states:

• up-to-date
• patch-version update pending (?) - info
• minor-version update pending (!) - warning
• major-version update pending (X) - error

Unfortunately we were not able to add icons here that would show permanently - note that we also propagate this status so people can see it while the content is collapsed (just like in uVision).

@jkrech Yes, I know that there are several states. These details are in the "Problems" view and therefore less critical. Also they are reported during build. Therefore I suggest to use the same decoration text in all cases.

This (?) hover over information current covers other states (i.e. from Version control) the a file could have. Hence I suggest to use consistently the "Decoration" feature of VS Code.
