Automatics distribution

We have automatic distribution setup on some of our other tools (opening a PR to bump the version in downstream repos) and it would be good to:

• Provide workflow to bump theme version for HyP3 docs
• Provide documentation on how to setup automatic distribution for other documentation sites
  • This would require Add developer docs #15
