Recommend lines between side SPA links on page

Steps to Reproduce:

1. Go to https://developer-stage.adobe.com/target/before-implement/privacy/cmp-privacy-and-general-data-protection-regulation/#what-response-does-target-send-to-the-gdpr-api-for-an-access-request
2. Observe that the side links are very close together

Expected Behavior: The lack of space makes these more difficult to separate and read. It would be a better customer experience to add a line between them.
