Getting the LTS test working again

The test timed out and did not pass with the following error:

No output has been received in the last 10m0s, this potentially indicates a
stalled build or something wrong with the build itself.

Probably need to update .travis.yml and maybe setup.py and setup.cfg based on the latest version of the astropy template.
