Permissions Support for Third Party Plugins

I think that we should integrate a permissions system so that we can use third party plugins on the server. This will also allow us to give bungee permissions to all players.

I believe he's talking about the same kinds of permissions as done by PEX and Group Manager. Maybe making hooks into the plugin that let plugins know those types of permissions. The API for this is actually very simple and won't need anything rewriting, just a little extra adding I believe.

In case I wasn't clear enough:

I'm talking about creating a permissions handler. We create a new table called permissions. We create the columns rank and permissions, and there is an entry for each rank. Based on your rank, the permissions specified are given to you.

@Hockeyfan360 This is something that we do need to be working on as a bit more of a priority now anyway, as we will be running non-freedom servers, and we will need to be able to handle other plugins without the complexities of additional permissions plugins that manage things.
