Add help and info and config pages

Help page should list instructions for various processes:

• ingest:

  • getting items into the shared dir
  • selecting items to ingest
  • adding descriptive metadata
  • what happens when you hit 'ingest'

• general

  • what to do if there's an error

• lto:

  • what is LTFS
  • document LTO tape ID format
  • what does "mount tape" mean
  • how to mount a tape
  • how to write to a tape
  • how to eject and replace tapes

Info page should list:

• non-secret config options
  • current user names? is this too sensitive?
  • dir paths for shared dir and DIP output dir
• what information is stored in the pymm database

The config settings can be handled thru the admin pane. Need to add Config viewer/just straight display of config options for admin user(s).
