Allow tools to be spawned in with PersistentDataContainer

It would be really cool if somewhere in the tools config, for each items, we can define if we want the plugin to add PersistentDataContainer entry. Something like:

PersistentData:
Key: "key"
DataType: STRING
Value: "test"
