User Reports Diagnotics Pop-up Upon Startup of Excel

Need to resolve this issue so that the warning/diagnostics log does not annoy normal users.

Steps to reproduce:

Open Excel when you have the BHoM Installed. Issues apparent in version 6.0Beta

I have attempted a resolution to this item and have anecdotal evidence from one test user that the issue as described above is resolved by including the following code in a config file in the assemblies folder on their computer.

		</sources>
	</system.diagnostics>
</configuration>

If this is within two files labeled BHoM-AddIn64.xll.config and BHoM-AddIn.xll.config the popup does not appear. However, the process related to the BHoM-AddIn Diagnostic Report is still created in the background and does not terminate with the Excel process. This is the root of the issue #378.

I have had limited success with modifying the code to include additional ReleaseCOMObject calls. This does make sure that the main excel process fully terminates, however, the BHoM-AddIn Diagnostic report process may still hang.
