North sided firelocks under a shutter cannot be interacted with.

In any situations that causes the double firelocks to close under a shutter, the north firelock is never intractable because it is completely covered by the shutter and you cannot alt-click the tile from the north because it's blocked by the closed firelock.

Can be fixed with spriting (making shutters not Like That), mapping (using the different shutters that do not obstruct the top of the tile), or coding (allowing people to alt-click tiles that are blocked by firedoors).
Coding would be the ideal solution, as doors and other dense structures generally still allow alt-clicking the tile.
I've marked it as sprites because they are the ones currently causing the simplest version of the problem here.
