more informative error messages from avtable_import?

I encountered error text "Internal Server Error (HTTP 500). Unexpected error during async TSV import" when trying to use avtable_import in a workspace where I didn't have write access. Is it possible to determine if this is the cause, and then report "Permission denied" instead of the generic error message?
