Need a UshahidiIncident constructor that takes all fields.

For testing, it will be useful to have a constructor that allows you to build a new UshahidiIncident that includes all of the fields.

An alternative would be to write a constructor that takes a JSON-formatted string. (We then just use that string to create an incident that has multiple fields.)
