Selecting Role for Admin Only User

When a user that I see (or my own user) is tpen_user_admin only, the drop down options for them appear like this.

Expanded looks like this

Selecting the "Inactive" (or whatever is first) option does nothing. That is, it does not assign the inactive role to the user. I have to select "Public" then "Inactive".
