Setting up dev environment and making changes.

I am totally new to elixer and phonix but i found the repo interesting. Wanted to setup local env on my windows machine but stuck on 2nd last step of chmod +x ./start.sh
as there is no start.sh file in repo and also i don`s have any idea about what to add in this start.sh file.
