feat: shared variables

**Description**
Allow to define shared variables for configuration blocks (arrays)

**Use Case**
Maintenance of exclusion lists that then can be shared easily

**Proposed Solution**
Reuse in terms of variables with automatic merge for arrays

PS Don't know if it's a good idea to introduce this, maybe templates are preferable
