Draft feature requirements

Catalogue the major features that would be required for us to have an MVP release of a starter kit, informed by the research in tasks #5, #6, and #7

From meeting:

• MVP starter kit + packages / libraries we can pick and choose. Also need a demonstration project to show all of the features
• Packages will need a place to be supported
• Suggestion: This should be done first and then do the research in Review Laravel best practices for starter kits #5, Custom Dev projects that can be used as examples of feature requirements #6, Insights from CD Demo and CSS Framework process #7
