Plugin dependencies (Nget) does not allow the latest firebase fixed packages to be installed, dependency set to require 1142.0 only

Steps to reproduce the Behavior

Try to update firebase packages

Expected Behavior

Should allow packages >= 1142.0

Actual Behavior

Only allows 1142.0
