Publish parser to Maven Central

We should get the parsers published into Maven Central so they're usable nicely in other projects, without a dependency on our nexus server.

I think we'll need to generate javadoc and source bundles, along with the existing poms and jars.

Might be worth investigating the Sonatype OSS staging repository (I'm guessing at names), I recall somebody saying its a lot easier to get onto central if you go via that.

Need to implement signing, and make sure the POM has proper details in:

• dependencies
• description and URL
• developer info
• license
• scm
