[DS-4458] Capture interest for holey bags in the Replication Task Suite #62

While adding the bagit-support library in the Replication Task Suite, support for holey bags by using the fetch.txt was removed. This is because the bagit-support library does not support creating bags with a fetch.txt.
We should see how much interest there is in either keeping/re-adding support for this feature, and implement it depending on the responses.
