Integrate rules engine into RdfContentProvider test

This task involves:

• Update the dcs-packaging-tool-cli project to import dcs-packaging-rules and resolve any conflicts.
• Create a unit test that invokes the RulesEngine to produce an RDF model from content on disk and then generate a package from that model. Resolve any issues that arise.
• Acquire the ELOKA data set that is mentioned as a use case for the APT and ensure that the unit test works with that data.

Most of this work has been completed. A second unit test was written and debugged and runs on the ELOKA Narwhal data. I would still like to break that test out into a separate source file and clean up the code a bit, but this can wait until the testing version of the APT has been produced.

The rules-engine-based test is now using the ELOKA data set, and that data and the code has been submitted for review. When the review is complete, this item can be closed. The test remains in the same source code file as the previous test (non-rules-based).
