Implement main functionality of the APT

This task involves:
· Evaluate, finalize and document the requirements for the APT.
· Copy the RulesEngine-to-RDF-to-IPM-to-package code from the RdfContentProvider unit test into the APT CLI skeleton code and get it to run with the default metadata and package generation parameters.
· Connect the major CLI arguments and options to inputs into the Rules Engine, RdfContentProvider and IpmPackager to produce a usable first version of the CLI.

The first two items have been completed. Hanh and I have finalized the specification doc for the APT and the working functionality for creating a package from rules has been migrated from the unit test into the APT. Work on the implementation of the various CLI arguments is about halfway complete. I would also like to clean the code up a bit before submitting the initial version.

All development work on this item has been completed, and testing is underway. A pull request has been submitted and after it is resolved and testing is complete, this item can be closed.
