I'm very spoiled by both StyleMiiU on the Wii U, and Anemone Theme Manager for the 3DS, both of which offer a feature called "shuffle themes."
Basically, you're able to select a list of themes for the loader to choose from at random.
When the aforementioned consoles first boot up, they choose one of these themes to display. Every time you set the console to sleep and return, it chooses a different one. When you've been out of the main home menu for long enough (maybe 5 minutes playing a game,) it chooses another theme.
It'd be nice to see this feature in CSS Loader, too!
