Sync groups with Outline (CPU docs)

Background

We currently have to add users to their groups manually in the CPU docs. This is not too tedious to do manually, but it's easy to forget to add people who get elected throughout the year. We should therefore consider adding user's to their groups automatically.

To-do

We use n8n for creating sync workflows. It should be straightforward to copy an existing sync and adapt it for Outline's API.
