parallel-kalman-jax does not need to pip install jax in colab 

The latest version of jax in colab is 0.3.1, so you no longer need
```
!pip install -U jax==0.1.77 jaxlib==0.1.55+cuda101 -f https://storage.googleapis.com/jax-releases/jax_releases.html
```
