Ask a question section: add a button to compile the form to ask question (or email). Maybe allowing the user select the topic for the question or support (to be 2nd level support not usual helpdesk)

here we would need to think about the form to be also compliant with the ESA Data protection policy (cannot be simply the MS form) but rather esa contact form.. @aapopescu we could investigate maybe this for the next release of the portal (not the current release as it needs legal consultation I believe)
