advanced exporter randomly slows way down #16
Description
Describe the bug
when using an advanced exporter it will occasionally slow down and will need go back to the correct speed until i disconnect from the network and reattatch it.
its happens with and without speed and stack upgrades, not sure what causes it exactly,

Forge version:35.1.13
Minecraft version:1.16.4
Refined Storage version:1.9.9

Modpack: Direwolf20 1.16 version1.2.0
To Reproduce
Steps to reproduce the behavior:
start exporting mass amounts of items and wait
Expected behavior
for the exporter to continue to work at the correct speed
