[$250] Add "Vacation Delegate" view for the delegate

Expected Result:

In a user's status page, if they are set as the Vacation Delegate of anyone else, we want to show this so it's clear they have been set as someone's delegate.

Note: users who are someone else's Vacation Delegate should NOT be able to set a delegate of their own (this follows OldDot behavior)

Another note: There are probably backend change associated with this (example: Making sure users get live updates when someone sets them as their vacation delegate). Note any of those changes that we may need to implement and we will find someone to implement 👍
