Add "Request Lead Judge Consultation" Flag to Rubrics

Description:
Sometimes, when judges don't have time to leave their room to find a Lead Judge, they leave feedback within the rubric feedback text boxes specifically addressed to the Lead Judge (e.g., "Lead Judge, please come for a consultation"). This is inefficient and can be missed. We need a formal way for judges to flag a rubric so the Lead Judge knows a room requires immediate assistance or a specific discussion regarding a team.

Task:

1. Add a button to every rubric page in the Room Judge view (e.g., "Request Lead Judge") that marks the rubric for the Lead Judge's attention.

2. Color the rubric (e.g., a specific highlight or status icon, see my prop below) in the Lead Judge’s master dashboard view so they are immediately aware that a room needs help with that specific team.

DoD:
There is a functional button in the judge's UI, and clicking it visually marks/highlights that team's rubric in the Lead Judge’s view.
