Appears to ignore `files` in `.pre-commit-config.yml`

I use the `files` attribute in my `.pre-commit-config.yml` file to whitelist the files that pre-commit will be run on for my project. I wanted to use your buildifier hook, but it seems like it ignores my `files` setting. Could this be fixed?
