Beta Feedback - NOAA - Fix Search Functionality Issues

What

Fix search problems including missing NOAA results, "None" buttons, incorrect format detection, and non-existent resource results.

Why

Users can't find datasets they're looking for and search results are showing incorrect or missing information.

Done When

• NOAA JPSS VIIRS searches return NOAA datasets (not just NASA)
• "EX2502" search results show proper resource buttons (not "None")
• Search results show accurate format types (not all "HTML")
• GARFO searches don't return non-existent resources

Notes: Original Feedback:

• "I searched for, 'NOAA JPSS VIIRS Active Fires' hoping to see one of the NOAA active fires products but the search only returned NASA products, nothing from NOAA. I wonder if it just hasn't harvested the NOAA metadata yet in the beta site?"
• "Upon searching 'EX2502' (an Okeanos cruise) I see 'None' 'None' 'None' buttons across the bottom of all three of the results"
• "Just checking out our data; searched GARFO and the first result, MAID, has results that do not exist."
• Multiple search issues from user testing. May be related to harvesting/indexing problems.

Search for "GARFO", first result is https://catalog-beta.data.gov/dataset/sector-information-data-set?from_hint=eyJxIjoiR0FSRk8iLCJzb3J0IjoicmVsZXZhbmNlIn0%3D. The first resource there is a link with an error, so NOAA should fix their metadata, nothing we did wrong.

"NOAA JPSS VIIRS" surfaces the same datasets from NASA as we have on Catalog.data.gov. Although these datasets are related to NOAA, they come in to our catalog from NASA.

We fixed the "None" thing for resource types. (Although there is still something kind of weird with using HTML for anything unknown.
