catalog organization page does not load datasets beyond 40 #5805
Description
when "Show more result" to 60 datasets, any organization page will stop loading datasets
How to reproduce
go to https://catalog-beta.data.gov/organization/fed-reserve
click show more result at the end a few times

watch the url, see the "&keyword=" is added.
when fix the bug, we can take change to clean up url. the url is getting unnecessarily long. for example, when there is no search term, why show "?q=".
