Update CITE participation guide for PQC Test Common CA

Description of Issue:

Coordinate with FPKIMA on updating the CITE participation guide to include PQC Test Root CA information.

Details of Issue:

Include the CA name, CRL repository, SIA repository and thumbprint information.
