[High High Priority] Marking COI projects as null in ballot

Reported COI should have impact=0, in the ballot, like retrolist is set to null in OP-UI but when reported in our UI, they are in the ballot.

Mark some projects as conflict of interest, and when updating the ballot, they should be out of the ballot at the bottom, in OP Voting app UI, like the image I provided @maryjaf
