Make sitemap accessible for headless site

The lookup for a sitemap is done based on the current url. In a headless setup this doesn't return the right sitemap/a sitemap with the correct urls. It might be a nice option to be able to get a sitemap from an api endpoint. 
Also in a headless scenario you would not have a template, pages without a template are not added to the sitemap
