Create a setup config file which will do a 1 click install of all developer dependencies

I'm finding it annoying that my mac isn't set up for debugging problems right now and I know the road to getting it back to the state it was in where I could might be long and arduous.
If I'm finding this a problem, other people will have it worse. Plan:

• Get Anaconda
• Look at how it works
• Create a conda environment containing Qt, Poppler, any python packages
• Find out if conda has a environment config file and if so, upload a copy to github

For OSX, a macports command actually does most of the heavy lifting as docvumented in the instructions:

• port install py35-poppler-qt4

For GNU/Linux you can probably just do:

• sudo add-apt-repository "deb http://us.archive.ubuntu.com/ubuntu wily main universe"
• sudo apt-get update -q
• sudo apt-get install python3-poppler-qt4
