Hourly war report

I think I'd be very interesting to send an automated report to check war without opening the game.

Would be interesting to send it hourly or several times a day.

I'll have to add some configurable options for that, as not everyone wants hourly reports. It is supposed to send a report when war is over (though, there have been some API issues lately)
