GPU kernel execution does not happen unless CHPL_ATOMICS is set to intrinsics.

Choice of chapel atomics implementation should not matter to gpu execution

This happens because the manually coded part of the GPU kernel header assumes that the atomics implementation is intrinsic and hard-codes structures based on this assumption.
