[Feature] Last Saved Functionality

• once the saving ticket has been merged, we want to have the last saved text by the button show the actual date and time the application was saved to the database rather than when the button was clicked, and be able to repopulate this last saved date/time when an applicant reopens the application portal
• in order to do this we will need to add "appSaveTime" as a parameter in the "User" interface that will be used to populate this value when that User's application data is retrieved
