[Slack] GitHub Slackbot integration #267
Description
We want to use the GitHub slackbot to auto notify whenever anyone opens a PR in the core repo.
Acceptance criteria:
- ensure the bot sends open PRs to #exquisite-prs channel on slack
- Only send open PRs and change requests/comments on PRs to the channel.
