Add ultraspec qc scripts

Currently the only script that exists for ULTRASPEC is one to measure bias levels and RNO.

There's a large mess of qc scripts on the ultraspec DRPC, so we need to decide which of the qc scripts to implement here. Any favourites, or must haves?
