Add water supply endpoints

Add ability to POST and GET water supply endpoints.

These should be available in RC8+

@krowvin can you let me know what the water supply endpoints are? I am not sure which ones they are. Or check to see if this was already completed.

These are the main water supply contract endpoints as far as I know

And it looks like it was completed here:

(I did not check to what degree of those endpoints was complated)

I confirmed with Andy that he is looking for water supply but the URL I provided is wrong it's referring to gate outlets not the Water Contracts and Pump Account groups.

We are primarily looking for the Pump Accounting POST
