testing using direct CDA connection

Create a process for testing against a database/CDA build. options:

1. use docker builds of database/CDA and run tests against those builds.
2. use an existing database for testing. This could be HEC NWDN test database or the new CWBI-dev database build.

Checking in on how this was going

I started to create a git action that could spinup a python env to run a series of simple get scripts against the national.

But I understand you may prefer to do this against a test database and also be able to test POST/UPDATE/DELETE functionality.

@jvanaalsburg you may have some luck now that CWBI test is further along?
