Cursor Scrolling

When dragging the cursor past the visible area on screen, the cursor jumps forward (or backward) in 15 second increments through the video, causing the user to lose their place quickly and have difficulty finding the precise location desired without having to resort to using the scroll bar at the bottom first, and then dragging the cursor.

This is an issue that relates to the current implementation of the timeline, which is currently being reworked. When that is completed, we hope to have the cursor dragging work more smoothly.
