BBOB problem dimension limited to 54

(Some of?) the BBOB suite problems are limited to 54 dimensions, due to the implementation of bbob2009_gauss in ./src/Problems/BBOB/bbob_common_used_functions/suite_bbob_legacy_code.hpp:97.

Either this is actually wanted and a check on dimension should occur earlier in the call stack, either the implementation should be scalable.
