Overview of the Feature Request
If the Dataverse installation is configured with Publication Disclaimer text, then that text needs to be shown in the Publish Dataset Modal. The Publish action will only be allowed if the user accepts the disclaimer.

Need to replicate a new feature added in JSF: IQSS/dataverse#12051

In the standup meeting today, we talked about getting the Publication Disclaimer text (if it exists) from the settings, rather than being returned in every dataset object.
