Per https://payara.fish/blog/payara-6-community-end-of-life/, there will be no more security fixes for Payara 6 community addition. We'll need to update to Payara 7.

As noted in #12043 , I've updated Dataverse itself to Payara 7, Java 21 in that PR. I'm leaving the issue open and on the board as a subtask to go through the Docker config to make updates there (could be a separate PR or an update to #12043).
